DEVEOPING ABA AMONG OTHER CITIES IN NIGERIA AS HUMAN RIGHTS CITY :
This means using the city as a small example of all the problems that exist in other parts of Nigeria and as a complex social, economic and political entity to become a model for citizens participation in their development. The philosophy of this project is derived from the fact that most people for whom Human Rights have been codified and ratified are not familiar with or know how to use them to fulfil their hopes and aspirations for a better life.
  OBJECTIVES : (a) To identify mentor, monitor and document the Human Rights needs of the people of the city.
(b) To scrutinize the laws and norms in the city against the background of other convention and covenants which Nigeria ratified.
(c) To impart on the people of the city an in-dept understanding of Human Rights and its norms, tenets and principles as this would play a vital role in guiding the future of the city as a powerful transformation tool.
(d) To map out and analyze causes of Human Rights violations and to design ways to achieve fulfillment of Human Rights in the city.
(e) The examination with a gender perspective of laws, policies, resource allocation and relationship that prevail in the city and the Human Rights framework relating to the city environment, economic and social justice issues and concerns.

  ACTIVITIES / STRATEGY : In Human Rights city, learning through all sectors of society takes place resulting into ongoing dialogue and examination of the relevance of the Human Rights framework to the inhabitants concerns.

There shall be established a Governing Board in the city made up of law enforcement agencies, civil servants, faith communities, traders, NGO, community groups, women and children, representatives, widows, indigenous people etc. This Board shall have different steering committees representing various sectors of the city such as food, housing, healthcare, environment, poverty eradication, conflict resolution, commerce, budgeting etc. Members of the Boards/Committees should participate actively learning and reflecting about Human Rights and using its standard to ensure that the inhabitants enjoy their civil, political, social and economic Rights.

Again, the Board/Committee should prepare and present a yearly alternative budgets to the State and city authorities, as an integral part of their participation in designing and implementing future development plans of the city.

People's Rights Organization would create a vertical and horizontal progressive learning process for all the inhabitants of the city step-by-step, neighbourhoods, schools, political and economic institutions, NGOs etc.

  BENEFIT : Men and women would work together to ensure social and economic transformation and the sustainability of the city as a viable, creative and caring one, while enabling environment would be created to enable them maximize their potentials and fulfil their destinies.
